For New Runtime, this extends the safety boundary downward into infrastructure. If model capability, hardware constraints, deployment controls, and trusted access are treated as one system, governance becomes a runtime architecture question. The next thing to watch is whether this remains a research preview or turns into a standard that other infrastructure actors can implement and audit.
