GPT-6.1 Terra is generally available in GitHub Copilot across IDEs, CLI and cloud agent

In one minute

GitHub announced on October 26, 2026 that GPT-6.1 Terra, an OpenAI model, is generally available in GitHub Copilot.

What changed: GPT-6.1 Terra is now generally available in GitHub Copilot across IDEs, CLI and cloud agent, with usage-based billing and admin access controls.

GitHub describes it as a lower-cost option than GPT-6.1 Sol for everyday agentic coding and terminal work.

The model is available to Copilot Pro, Pro+, Max, Business, and Enterprise users. It can be selected in Visual Studio Code, Visual Studio, Copilot CLI, the Copilot cloud agent, the Copilot app, github.com, GitHub Mobile, JetBrains IDEs, Xcode, and Eclipse. GitHub says rollout is gradual.

Usage-based billing is at provider list pricing. Business and Enterprise administrators can control access through Copilot model policy; new models are enabled by default unless the global default is disabled or the model is explicitly disabled. GitHub says early testing found more terminal and C# tasks solved than with GPT-5.6 Terra. The announcement does not provide test methodology, task counts, absolute results, or the applicable list-price amounts.
