Anthropic's Fable/Mythos 5.1 release is a distribution and safeguard event, not just a model launch. The primary page says Fable 5.1 and Mythos 5.1 are the same model with different safeguard levels: Fable is generally available, while Mythos stays inside trusted access programs for specific frontier safety research.
The mechanism is packaging one capability into different operating boundaries, then exposing those boundaries through products, docs, coding tools, safeguards, and data handling. Anthropic also points to coding defaults, lower typical costs, stronger cache-read economics, enterprise frontier safeguards, and data-handling choices that affect how teams route the model in products and coding tools. A release like this changes which surface can call the model, what evidence should be logged, and which users inherit the stricter limits.
The immediate implication is that model selection should be treated as a runtime policy decision, not a leaderboard choice. The evidence boundary is the vendor's release and docs; the current public material does not prove independent benchmark performance or downstream reliability. Watch whether IDEs, gateways, and enterprise platforms expose the safeguard split in their user-facing controls instead of hiding it behind a simple model picker.
