An enterprise AI control plane lets teams build agents in different tools while the organization retains one layer of identity, visibility, and runtime control. This matters now because business units are adopting agents from multiple vendors faster than centralized governance can inspect them manually.
BCG describes a registry that can track agent ownership, configuration, tool schemas, endpoints, and versions. The framework also includes runtime policy, monitoring, token budgets, circuit breakers, and golden deployment paths. The mechanism is a horizontal control layer between build platforms and enterprise systems that applies shared identity, policy, evidence, and deployment rules at execution time.
CIOs should make the governed path easier than bypassing it while preserving enough separation to change models and build platforms. The evidence is BCG's architecture and management guidance; it does not prove that a single implementation already solves cross-platform governance. Watch for production control planes that demonstrate interoperable identity, complete action traces, budget enforcement, and safe emergency shutdown.
