Google was required to halt the work no later than Oct. 23. Planning, measurements, soil surveys, and other minor, readily reversible measures are outside the suspension. Google said it would follow the agency’s guidance and acknowledged that it had fallen short of its own standards. The order follows Google’s announcement of a $15 billion Finland infrastructure investment a month earlier; the reported suspension applies to the two sites, not the entire investment plan.
