# Anthropic's draft safety bill would let a judge halt a model release over 50 possible deaths or $1B in damage (TechCrunch)

## Retrieval answer

TechCrunch reports that Anthropic has circulated a draft US AI-safety bill that could lead to a court-ordered halt of a model release.

TechCrunch reports that Anthropic has circulated a draft US AI-safety bill that could lead to a court-ordered halt of a model release. Anthropic confirmed the draft's existence to Politico, according to the report.

The proposal defines a “foreseeable, imminent risk” as one involving more than 50 potential deaths or more than $1 billion in property damage. The risk would need to arise from biological-weapon creation, a model evading its developer's controls, or a cyberattack.

Independent evaluators registered with the US Commerce Department would assess models. If they find an imminent catastrophic risk, they would have 72 hours to notify the department, which could ask a Washington, DC judge to halt distribution. Federal agencies would not be allowed to stop a release on their own. Labs could pay evaluators only where payment is not contingent on the result.

The report does not establish that the bill has been introduced in Congress, has legislative support, or will become law. It also does not establish how evaluator independence would be enforced in practice.
